Have you tried starting up an e-petition, for example on the (free) http://www.change.org website, which is designed for this purpose?
They seem pretty well organised — I signed a petition on it 6 months ago to save Gloucestershire’s libraries, and they’re still emailing me with updates about it.

Two petitions about the downgrade have been collected in the past, see: http://epetitions.direct.gov.uk/petitions/45279 (signed by 7,527 people) and: http://www.surveymonkey.com/s/CheltenhamAandEpetition (organised by the local Liberal Democrat party, signed by nearly 3,000 people).
The REACH campaign hopes to as soon as possible launch a new interactive way for people to register their support for our aim “To have a fully functioning, fully staffed A&E Department operating 24/7 re-instated at Cheltenham General Hospital, which serves a population of at least 200,000 in Cheltenham, Tewkesbury Borough and the North Cotswolds, at the earliest possible opportunity.”
